The CIVILIAN INTELLIGENCE NETWORK was established in 1990 as a loosely-knit network of investigative researchers and intelligence gatherers whose primary focus was on Area 51, now officially recognized by the U.S. Government as the "operating base near Groom Lake", Nevada.

CIN was initially established as a civilian watchdog group or oversight "committee" on governmental accountability, primarily focusing on the military's various "Black Budget" programs, such as at  Area 51

The end of the 90's, however, has seen the growth of other larger, well-organized and funded citizens' groups such as the Federation of American Scientists  (FAS) whose activities have had major impact on Government Accountability on relevant items such as the environmental issues.

Thus the role of smaller groups such as the Civilian Intelligence Network was minimalized.
