FOR EXAMPLE IN LONGS SC OFF HWY 9 INTERNATIONAL PAPERS 6000 ACRES IS PLANNING TO REPLACE TREES WITH 18,000 DETACHED HOMES AND IS EXPECTING THE RESIDENTS OF HORRY COUNTY TO FUND THE INFRASTRUCTURE AND SCHOOLS .....CALL COUNCIL OF HORRY COUNTY AND DEMAND THAT THEY SAY NOOOOOOOOOOOOOOOOOOOOOOO!

BE ON GUARD FOR "ECONOMIC DEVELOPMENT" USING INCENTIVES TO BRIBE MIGRANT CORPORATE BUSINESSES SUCH INCREASES POPULATION, EFFECTS COMMUNITY EXPENSES AND OFT TIMES MORPHS INTO "ECONOMIC ENVELOPMENT AND HIGHER RESIDENT TAXES." SOUTH CAROLINA HAS BECOME PERHAPS THE FIERCEST AGRESSOR IN THE INTERSTATE JOBS WAR THAT HAS SWEPT THE COUNTRY.
STRIVE TO PROTECT THE RESIDENT TAX PAYER/CONSUMER'S INTEREST. THE MOTTO--"PUBLIC FUNDS FOR PUBLIC SERVICES, PRIVATE FUNDS FOR PRIVATE PURPOSES." BUSINESS RISK BELONGS WITH PRIVATE BUSINESSES NOT THE PUBLIC.
Listed below are some of my Public Policy positions, not necessarily in order of importance:
1.LOCAL/STATE SALES TAXES. Sales Tax Increases on Consumer goods should never be used as a substitute for User Fees, Property or Income Taxes/to pay for State Highways OR Public Education.
2.DEVELOPER IMPACT FEES... Resident Property owners should not be punished by population increase due to migration. It's totally unfair for existing taxpayers to take on extra responsibility to pay for running water lines, building new schools, roads,security or provide other government services for people who wish to crowd into our territory.Thus ALL NEW construction should be assessed an Impact Fee to help retard civil service expenses, including Public Education caused by growth or County Council should also impose, by Ordinance, the existing S.C. DHEC "Adequate Facilities" program which requires developers WHO PROFIT FROM SUCH to provide the infrastructure and educational facilities which become essential as the result of a specifically proposed NEW development.
All Horry County residents viewing this web page are encouraged to lobby their respective County Representative(linked below) and encourage them to pass such an Ordinance as soon as possible in lite of the counties high growth. Also call your State Representative 3.HIRING ILLEGAL WORKERS... Local, State and Federal Officials should insure that all employed are documented legal citizens.Hiring undocumented non citizens(ILLEGAL ALIENS) depresses the labor market and is a serious violation of existing law. Local Employers should be required to throughly analyze applicants seeking employment to insure United States Citizenship. Failure to do so should result in an employer fine or penalty up to and including loss of business license for good or for a determined period of time.Afterall it is likened to robbing the bank.
4. MOTOR BIKER WEEK EVENTS in Horry County must not be encouraged by local/state governments. Litter, noise pollution, lewd displays,intoxication, speeding, Vendor competition with local business who pay taxes and play by the rules and unsafe traffic congestion destroy the quality of life for the many residents or other family visitors. THE SC STATE LEGISLATURE MUST AMEND THE HELMET LAW FOR MOTORCYCLISTS AND REQUIRE THAT ALL RIDERS, not just those under 18, WEAR HELMETS. It is beleived that the SC Non Helmet law encourages reckless biker activitity to assemble in South Carolina.
5.ENVIRONMENTAL ISSUES: Many think that government, local, state and federal, should protect and provide green space, clean water and air for its citizens enjoyment and restrict unincorporated rural density to no more than one unit 1/2 perkable acre. Rural land owners should be discouraged from leasing of selling land to contracters whose purpose is to extract fill dirt from it for new construction elsewhere.Further, a County Ordinance is needed to REQUIRE developers to leave at least one existing adult tree per each homesite as appropriate or plant at least two trees per homesite..Trees have been proven to provide oxygen to communities and thrive on carbonmonixide.
6.STRIP MINING: STRIP Mining unimproved land to extract fill dirt or other products used for development is destructive,intrusive and should be prohibited when it effects adjacient communities and the eco systems in our county of Horry.
7.PERSONAL PROPERTY TAXES; Local, state and federal taxes must be fair, progressive and be paid by those obligated by law. Thus Local Personal Property tax, especially on vehicles, must be registered in SC and property tax on them should be paid by their respective Horry County full time resident owners to share the financial expensive of local government services and the school district. Suspected violaters should be reported to the Horry County Auditor 843 915 5050. Further, progressive tax on autos and boats. Such tax should not be capped at $300. An across the board percentage of at least 1% of the assessed value should be applied to purchases of such.Use this increased revenue to update needed highways.
8.MULTI COUNTY BUSINESS PARK LEGISLATION: The Multi County Business Park State Legislation,being executed by the Burroughs&chapin Development Co. Inc as written, is unfair and needs amending to insure that such is ONLY applied in depressed areas and then for Industrial, not Commercial enterprizes such as shopping centers with School Districts in the loop of the financial arrangements as recommended by the State Supreme Court following an appeal by the School Districts. Local government should be permitted to design and apply such a fee as the needs for such community warrant's.
Contact your SC State Representative NOW and ask that the present state law be changed accordingly.
9. FILOTS AND TIFS are also scam on Public Funds, a business risk the public should not be expected to take.
10.TIME SHARES: RENTERS(NOT OWNERS) temporarily RENDTING a Time Share DO NOT pay an Accomodations Tax to help defray the Civil Service, education and security costs provided visitors and residents. Time Share Buildings are overwhelming our Blvds. The State Law must be aamended so that visitors RENTING TIME SHARE rooms should pay such fee as well for each day the TIME SHARE is RENTED by the owner of the Time Share or its Management just as hotel and other rentals now do. Unfortunately they do not.To do otherwise is legal illegality. Contact your County and State Representative and tell them they should legalize Time Share Renters paying Accommodations Tax just as renters of Hotels now do. This tax would not apply to Time Share Owners.
